No, you have never seen a tortoise surf the waves. They don't swim, and in fact, sink like stones. Tortoises are land animals, terrapins are land and water, and turtles like water. I know they sink, cause I had a desert tortoise that once fell into a swimming pool and I had to rescue him. Also, some of the hatchlings from a friend's house in Las Vegas got into a puddle on the pool cover and drowned.
